Master pluming license NY, VA?

Question

I'm trying to get the license in new york but its so hard to get the needed experince and payroll documents according to NY website, .. a friend of mine told me that Virginia is easier to get.

I checked the website and it gives informations about the applying for the exam .

If anyone have expereince please help.
