The first thing you must consider is that your dog isn't going to tolerate an uncomfortable costume, so keep that in mind when deciding on what you two should be for Halloween.

Now for my suggestions (I'm assuming you're a girl):

Little Bo Peep and her lost sheep (Flocked shirt for your dog)

Angel & Devil (red shirt with horns if your dog will tolerate them)

Cop/Prison Guard and Prisoner (Striped shirt and plastic chain attached to the leash...)

Flower and Bee (bee costume just requires sewing wings onto a striped shirt, or you can buy them on line)

Princess and Frog (This might annoy your dog, because it might require a hat or headband - but look at costumes on line for ideas on how to make this work)

Lois Lane and Superman (just a cape and a small superman shirt for your dog)

Bride and Groom (Bow-tie for your dog and leg collars, you can make yourself or buy cheap http://www.costumecraze.com/DOG14.html )

Beauty and the Beast (Good if your dog has long hair, just muss it up with non-toxic gel (like pure aloe vera) to make him look more wild)

Dorothy and toto

Hippie couple (Peace necklace and tie die shirt for your dog)

There are tons of things you could do - I'd do an on line search for "couples costumes" or "pet costume" for more ideas.
