If reconnaissance aircraft measure a wind speed of 190 km per hr (118 mph) at flight level, surface winds would be estimated at __________ km per hr.   1. 190 * 0.9 = 171km/h

    Windshear is:

    190-171= 19

    19/3 = 6.333 km/h per 1000m

    The fact that the aircraft being at 10,000ft would be highly dangerous as that could well be inside the storm. Advise the pilot to go much higher, and if at all possible, avoid the storm!
