Maximum police stars in GTA 4?

Question

I rented GTA 4 and never got higher than 3 stars which had SWAT and Helicopters. How much higher does it go? Are there still feds and army?

The most stars possible is 6.  If you continue fighting and killing the police and SWAT without getting killed and also without being able to lose them, you will get more stars.  If you want to do this for fun, one way is to stock up on lots of ammo, kill a cop, then run into a building like a safehouse where it's not easy for them to surround you, and keep gunning them down as they come through the door.

The SWAT are basically the feds, but there is no army in GTA 4.
