  1. Different types of voltage but most likely your volts same type...

    A one volt difference is probably within tolerances...

    If same wattages(and same type wattage measurement- again most likely) 20 to 19 better than 19 to 20.

    Assuming basic ohm's law/ power... see algebra useful not only for comparison shopping...

    hmmmm accessing old data banks for formula...

    E=IR  P=IE   E=volt  I= amps  P = watts so...

    I= P/E   so if wattage same - say 20w so

    case 1      x amps= 20watts/20volts x=1 amp

    case 2      x amps= 20watts/19volts x= ~1.05amp

    of course you are probably dealing with milliamps... so in the real world it may charge a little quicker and be a little warmer... BUT should be within tolerances as source voltage for the primary side of the step down transformers is NEVER uniform(110/120 or 220/240 which can even contain larger spikes which CAN do bad things... which is why if you can afford pc's you should invest in a UPS(uninteruptible power supply)!!! Which takes the ac converts to regulated dc(with battery) back to simulated constant delivery ac- whew definitely another answer BUT the best insurance said the person with a lightning strike which darn near destroyed everything... but my stuff using the UPS's... and no these are not the $5-$25 surge strips which are a WASTE of money- unless plugging into real UPS($100 and up). Be careful as your wattage(power consumption needs to be rated to the UPS- effects time duration of provided power and if TOO much power required(lotsa stuff plugged in- overLOADed) can be nasty indeed.

    Probably why you're in need of replacing the old charger...
