  1. It has a chequered history.

    The US and the 45 countries (NSG-Nucleasr Supplier Group) have a monopoly over the enriched. They have been withholding such materials to nations who have not signed the NPT(Non-Proliferation Treaty). For a numbers of years, India, which had consistenly refused to sign the NPT, suffered without adquate supply of the enriched uranium and other technologies. Now, President Bush, in recognition of the growing importance of India for its strategic consideration came forward to give a waiver from the NPT requirement in the case of India and the result was the 123 Agreement. The Left is objecting to this agreement mainly because this makes India a close partner to US in their capitlistic global designs and the BJP, although is not fundamentally averse to a special relations with the US, finds fault with the Hydes Act. According to the latter Act, any international agreement which runs counter to the objective of non-pliferation of nuclear technology, will be such restrictions and conditions imposed by the Senate. But, the US says that there is no problem with the latter Act. The Congress led coalition governemnt says that in view of the growing energy needs of India, we need to have a re-look at the entire issue and that we need to have nuclear energy at any cost. It says that enough safeguards have been taken to maitain our soverign right to defend ourselves either with our nuclear weapons or without it and that the 123 Agreement shall not come in the way of that right. Now, the Left parties have withdrawn their support to the government and it is to be seen wheterh Congress is able to cobble up enough support to remain in the governemtn so that further steps like go to IAEA and sendig the Agreement for the ratification by the Senate before Bush's tenure comes to an end.

It lets the US make a one-time exception for India to keep its nuclear weapons without signing the Nuclear Non-Proliferation Treaty (NPT). The amendment overturns a 30-year-old US ban on supplying India with nuclear fuel and technology, implemented after India's first nuclear test in 1974. Under the amendment, India must separate its civilian and military nuclear facilities, and submit civilian facilities to inspections by the International Atomic Energy Agency (IAEA).
