Mb power issues

Question

I recently puchased a PC Chips M848Alu m/b to replace an Asus board that went south. I have the jumper at J1 in the right position. The p/s powers up along with the cpu fan but I don't have any molex power or any other peripheral power (SATA or floppy). I've tested the P/S with an Ultra P/S tester and it passed. no beeps from bios and no video (ATI Radion 9800 agp). Tried removing RAM (Corsair XMS3200 twinx 256mb 2x) no go. Physical inspection of M/B is OK (no domed capacitors) need some expert help please!
