Mbs account manager

Question

i keep getting the above mentioned appearing on my desktop,it keeps asking for money for wich iv no idea why.iv not applied for any account managment online.iv tried several times to delete it out of my programes but it keeps re-appearing as a pop up.and it wont letme close it down for 2 minutes .this problem started on the 14.10.07 it comes on after approx 2-3 minutes after i turn my pc on .
