Mc 2100 revving through roof?

Question

I have a motor craft 2100 that I got off a ltd to put on my jeep this is a populer conversion and all the steps have been followed.

When I turn the key the thing fires up and revs the engine up until I cut off the key

even with the linkage off and all the vacuum lines disconnected

I just don't get it the linkage inside the carb seems ok everything is moving like it should

I moved the screws in the front and it doesn't seem to make a difference. I moved the s***w on the drivers side to where it wouldn't start then moved it back a half a turn and it started then revved through the roof again.

I adjusted the butterfly s***w back and forth same thing then disconnected the linkage all together same thing

This thing seemed like it was running fine when I took it off the car.

When you fire up this engine and it starts reving tap on the gas.  I have a 74 ford that does the same thing when it's cold.  If that doesn't work you might consider a new carb.  I also suggest taking it to a tuning shop and showing them the problem.  I would imagine it's nothing more than the carb.
