  1. It's always better to have one.  If you don't need it great, but you'd hate to get there and have them ask for it.  The last time I took my children out of the country I had a notarized letter of permission from their father and it saved a HUGE hassle at the border.

  2. We have cruised twice with three different families with only 1 parent present.

If there are no custody issues, then your Mom should be able to take you and your brother on a cruise without any issue.

  3. NO !!   You do not need a permission letter as long as you are going with one of your parents.

  4. there are many different answers

  5. I would check with the U.S. Department  of State that has passport and travel information.  Even if they say you don't need it, I would get a notorized letter just in case.  You will be going into another country and never know what might happen.  I'm not trying to scare you.  I just want you to be prepared.
