Probbably because there is only a small percentage that speak Vietnam and if you can only speak that hten you will not succeed in America (or Canada).  The probbably enforced this because they do not want to see people from other country living on the streets because they could not speak english (there for they couldnt get a job and pay bills ext.)  Good luck in all your efforts :) i hope u enjoy North America or where ever u living
