Meaning of "power without justice is tyranny"?

I would like to have the inner meaning of "power without justice is tyranny"

Leadership must govern equitable subsistence and access to survival for the general public.  It is in the best interests of all to effectively maintain functional divisions of labor in a complex economic and social environment.

Imbalances incite unrest and chaotic events.  Tyrannical management functions in a state of controlled and or contrived chaos.

It means that without justice you have a dictator deciding what goes. If there's no due process or fairness in society that leaves a tyrant calling all the shots.
