Medical Technologies?

Imagine that in 10 yrs in the future, a major medical breakthrough occurs. It has the potential to cure even advanced stages of cancer. Unfortunately, the technology involved is limited and can only accommodate 10% of those suffering from Cancers at Stage 3 or greater at any given time. What should be used to determine who is able to benefit from the technology? Lottery? Ability to pay? Merit System?

  1. Since at the moment, all but the most basic medical care is based on your ability to pay.  I'll go with that.

    If we had universal health care, I would choose a lottery system.  

    Dispensing health care to who you think is worthy (merit system) will always be corrupt.  We live in a country with very diverse values, it is will never be a doctors place to judge.
