Why has the Australian rugby league side Melbourne Storm been stripped of their titles?

The club has had have had their titles from both 2007 and 2009 stripped after it emerged that they broke salary cap rules in the NRL in both seasons, with more than £1 million over the cap spent on players in the last five years.  The club will also accumulate no points for the entire 2010 season, and has lost with Aus dollars 1.6 million in fines and returned prize money.
