Men, why is this? is this normal?

My man has really rough testicles.. Ive never felt rough ones before like this. is this normal?

Rough in the sense dry skin, or uneven, thick skin? If it's hard and thick, then it's normal. If it's dry, try lotion.

Difficult to sat without seeing them.  You need to supply a picture of them.

He needs to use a moisturiser and stop dragging his butt on the carpet....

They scrunch up when cold and can feel rough.  They loosen up and hang lower when warm so the skin may feel more supple then.  Other answers about lotion are good .... well, I'd appreciate it anyway :-)
