It doesn't depend on height. You can always get the clubs fitted to your personal height. I am a girl and play with a men's driver, looking into an all men's set. It has to do with the shaft, as other people noted. Women tend to have a slow club head speed, thus the woman's clubs accommodate for the lack of distance. So if you have a low club head speed, women's clubs will help overall. However, if you are like me and have a fast club head speed, women's clubs will just slow you down and men's clubs are the better choice. You can always go to a golf store and get your club head speed determined by a machine. So this is just based on my personal experience.

Womens' clubs tend to be shorter and have a little lighter shaft to swing. Mens clubs are longer and a touch harder to control. If you are below five foot six, go with womens clubs. Otherwise, you can use either.

The truthful answer is that while womens clubs do tend to be a bit shorter and lighter and the shafts designed to accomodate the lower swngspeeds that a lot of women have.  If you feel comfortable with mens clubs and your swingspeed is high enough ( like a lot of younger players)  You will do fine with them.  you may however need to get them shortened to fit you if you are not tall enough to play the longer shafts. (Its a question of lie angle on this)

It depends on her height.  If she's taller than average, she should use  men's clubs since women's clubs are cut shorter.  Usually if she's 5'7" or taller, a female should use men's clubs.

It depends; the other consideration is that womens clubs typically have smaller grips to account for women having smaller hands.  You can have the clubs regripped for your hand size.
