Before everything in the world had to be "politically correct" people who are mentally challenged used to be called retarded.  Someone who is mentally challenged has an IQ of less than 70, with 70 being considered functional.

Refers to those whose IQ is below 70-75 and who lack proper adaptive social behavior. Around 3% of the population has some form of mental retardation.

This refers to people who have developmental and cognitive delays or disabilities.  It can refer to low intellectual threshold, people who have had a traumatic brain injury, down syndrome, or other needs pertaining to intellectual capacity or development.  The term refers to the struggles, or challenges, such people have with mental tasks such as complex problem solving, higher order thinking, or the ability to mentally manipulate various pieces of information at the same time.  It is not intended to be derogatory but rather to tactfully identify people who have such struggles in their lives.
