  1. Jtexas is correct as usual, CRC  has an tune-up in a can, I'm not sure if Mercury still has it also, but I'd use that as soon as you can.  truenorth has some good in put also.  Any extra lub you can get in the power head through the carb side is well worth the effort.  Good luck

  2. New gas, new gas, new gas. Premium for at least the first tank.

Seafoam in the gas for at least 3 tanks.

    New fuel filters.

Change the grease in the lower unit.

Charge the battery. OK, that was a give away.

  3. Put a tablespoon full of TCW3 oil in the spark plug holes, tilt it around and rotate the flywheel by hand a few turns to get the cylinders lubed up.

I'd change the waterpump impeller too.  They don't take kindly to sitting around for too long.

And a carb rebuild before taking it out for the first time, those carbs'll be all gummed up.  Otherwise don't be surprised if it bogs down when you try to accelerate.  If it does, don't run it like that, whichever cylinders are starved for fuel are also not getting any lubrication.
