Merits of chow test?

Hi, I have a question to assess the relative merits of the Chow forecast test, and the Chow breakpoint test. I know the difference between the tests, the 1st can be used for less data and uses dummy variables whereas the 2nd does not, but I'm not sure on the merits of the 2 tests. Thanks.
