Mexican Notarized letter valid in U.S

Question

I want to bring my minor brother to Mexico. My brother doesn't need a passport. Until then he's gonna bring his birth certificate and ID to enter to and from Mexico.

I know how to get permission from my mom..but how do I get one from my dad. If he has consent notarized in Mexico, it's gonna be in Spanish.

My dad is in Mexico

My mom is in USA
