  1. Depends on what you are asking for.   Potentially addictive pain meds, narcotics, are controlled in Mexico just as they are in the U.S.  Many meds can be purchased without a prescription, but controlled substnces require a prescription.  If you need antibiotics, blood pressure medicine, glaucoma medicine, mild pain meds, hormone replacements, and many others, these can be purchased without a prescription.

  2. While mexican pharmacies are more lenient with selling medications without a prescription than the US (buying a dangerous antibiotic like cloramphenicol with no prescription is a piece of cake), but even here strong narcotics can't be bought easily everywhere.

You know, if you have a real med problem and forgot to get a prescription for it in the US, you can go to a doctor in Cancun to treat you. If it's just to get high, perhaps you're dumber than you thought.

  3. Why did you think so?

Depending on the substance (medicine), there are some regulated that are sold only with prescriptions and some that are sold without prescription (ex.: aspirines or paracetamol). This is in México almost the same rules as in USA or Canada.
