Michelin Star food question!!?

how are michelin stars awarded to restaurants...what is the criteria and do they judge every dish...are the stars given to the restaurant or chef..ie.if a chef moves to another restaurant does he take the star with him...is it true that there is only a certain amount of stars and if one chef gains one, another loses one..
