Middle arm stopped spinning

Question

I have a GE Triton XL dishwasher that worked fine up until 2 months ago. I have checked the filter and have run cycles with vinegar and bleach. The middle arm has stopped spinning. I am assuming there is some kind of blockage somewhere that is keeping the water pressure from rotating the arm.
