Minibus road trip?

im 17 and have had my license for just over a year. my friends and i are looking to do a road trip and are interested in converting a mini school bus into an RV. if i am only transporting 5 people, including myself, does my class c license cover this?

also what are the seatbelt laws in this situation?

I suspect every state is different. Mine has seating for nine and I have lap belts on all positions. And my regular drivers license covers it in NY. It's almost finished. I have a lot into it. I'll sell it to ya for 5 grand. The motor is brand new.
