  1. when in the states, for a kid she dont even need an id....and actually any id will do, dont need to be gov. issue

  2. When I flew as a child, my birth certificate served as the other form of ID.  I would contact the airline though with all the changes in rules.

  3. It depends on her age.  But... if she is, indeed, your LITTLE sister she does not need any ID at all.  Let us know how old is she and we can give you a better answer.  but if she is obviously a child she doesn't have to have ID.

  4. The answer is actually based on 2 factors, her age, and the airline...

If she is under 18, she will not need to provide ID at the gates, however, a school ID or similar will speed the process and is recommended if she has.  There is no need for a 2nd form of ID.

The second issue is the airline.  Depending on her age, she may be required to travel as an unaccompanied minor if flying alone (you didn't say).  If so, some airlines require a fee and/or proof of age.  Check your carriers website for details.
