Missing dll file. when i boot up my PC i get warnings for a system32.mlang.dll file. it wont let

when i boot up my PC i get warnings for a system32.mlang.dll file. it wont let me do a system restore or anything to fix it. is there a way i can fix this without buying another windows xp disc? i cant get it on the net because it wont let me get online either. thanks in advance
