Mobile phone problems???

the mobile phone i'm trying to call has a long pause then says sorry the person you are trying to reach is not currently able to accept calls pls try again later, when i send a txt i get a delivery report saying incompatible destination. does this mean that the number is disconnected? or could it possibly be switched off? or the sim card removed?

It could be any of those reasons or it could be that the person has not paid their bill therefore phone is currently suspended.
