Modding guild wars allowed or not allowed?

do they allow you to mod the game?like lets say different textures,maps or anything else as long as it doesnt help you cheat like multiply items or run faster

Texmod is allowed.  The official answer from the developers is that texmod is fine as long as you are creating harmless texture only changes.   Many folks use the "Cartography made Easy" series to highlight unfogged portions of the map.

they dont have guild wars mods or its not allowed

I still don't think it's allowed even if you don't intend to cheat, thanks to modders using cheats before. I think anyone who uses modded content can have their account removed.
