Take out waboku and replace with another bottomless trap hole and dust tornado with dark bribe. A realy good card which would work amazingly in your deck is Solemn Judgment which you would replace with Phoenix Wing Wind Blast. Plus add in a creture and a Zaborg then take out 2x Mystic Tomato. This is because Mystic Tamato is a very slow card and is not to good with this format.

This is the deck I would make.  

I usually go no less then 7 Monarchs.  Now it's up to personal preference as to how you wanna work it.

You can go Raiza, then either a combo of 3 Mobius/3 Zaborg or 3 Mobius/3 Thestalos, or 3 Mobius/3 Caius, or 3 Caius/3 Thestalos, or 3 Caius/3 Zaborg, or 3 Zaborg/3 Thestalos.  You can also go 1 Raiza and 2 each of 3 of the 4 Monarchs.  With that said this is my personal preference of a Monarch deck.
