  3. No, the netted veins are characteristic of dicots, although there are exceptions.

  4. Hold on a minute.  Some do have "netted" veins.  Read on, please.

    Most monocots have parallel venation (major examples would be grasses and irises), and so they would not connect in net pattern.  

    However, some monocots such as Trillium have palmate venation.  The veinlets in the leaves of these plants do connect into a "netted" pattern.  Follow the link below to a nice page about trillium, with a picture that shows the leaves.
