Maybe an underdeveloped seal?That was killed by some means.It clearly has four flipper-like appendages, and its teeth look canine, like a seals, as well as its head.Perhaps something happened while the mother was carrying it, giving birth, some sort  of complication and it washed ashore.

EDIT- Upon further looking at the video, the animal has a snout that is shaped like a beak in the top half.As well as a tail, most seals don't, and the back limbs look deformed.
