I prefered quebec city. much older and people were nicer there (oddly enough because the reputation is actually reversed).  They were a lot more understanding of the fact that my french is not great but were just happy and appreciative that I would make an attempt.  I found the city much more beautiful too.

i prefer Montreal, especially because of the street vendors and stuff

Quebec City is my favorite! But personally i like Niagara falls best

If you're French is up to it, Quebec (City that is)...Montreals nice, but most of it is just one big city, Quebec's prettier, closer to the country (wide open country) and classier ..

I personally love Quebec City. It's a very historic city, sort of what I imagine Europe as. Montreal is neat too, but I'd have to say Quebec City.
