what US state does the moon shine most but only in the morning?

It may not be a US State but thats what I heard. so just in general where does the moon shine most but only in the morning?

Yeah, it sounds like a riddle with a pun.  Technically, the moon shines more directly on Hawaii than any other state because it is the closest to the equator.  But when you said only in the morning, there isn't any state which that would apply to.
