Wow you're asking for a lot there.  The most fuel efficient 7 seater is the Toyota Highlander.  The hybrid version gets 26 mpg, but it costs $33,000.

OK, the Dodge Grand Caravan starts at $22,470 but they are offering $1500 in incentives at the moment in my area (California).  It gets 26 MPG on the highway based on the EPA estimates.
