Unfortunately the transit connecting the airport with Toronto is NOT wonderful.

If you mean "time efficient," the quickest way to get from the airport to Union Station is by taxi (about $50 + tip).

If you mean "cost efficient," the cheapest way is to take the bus from the airport to the westernmost stop on the subway station: Kipling Station (I'm not sure of the bus number; it might be #11 or #40--ask at airport information). Take Kipling to St. George, then transfer to the Yonge line SOUTH, and get off at Union Station. All of this should cost you $2.75 (be sure to get a transfer on the bus, in case you need it to get into the subway station).
