  2. It depends on what you have in your mind it is very relative. Especially that in huge countries like Russia you will find the most and at least expensive places in Europe.

    If you are asking about living costs, property prices etc you should talk about Cities, Regions not countries. UK is a good example – two minimum wages one for whole country and one for London (this was created because of high costs of leaving in the UK’s Capital). If you are talking about goods not necessary for living – say - cars, electronics etc. You will find cheaper Germany than anyone else. In general if you earn in US dollars and live in US going for holidays to Europe you will find east and south will be cheaper than North and West with extremes Norway, Denmark, UK (the most expensive) and Albania, Moldova, Ukraine (at least expensive).   3. The most expensive European country is Iceland, also Norway is on the top list, the Scandinavian countries are quite expensive. Actually almost all the EU countries are quite expensive. Among the least expensive countries there are Bulgaria (nowadays a quite popular tourist resort), Romania and all the former countries which were under the Soviet Union rule.
