  2. Cell membrane basically has these structures that help do its functions:

    1. Hydrophilic head

    2. Hydrophobic tail

    3. Proteins

    The hydrophilic head and the hydrophobic tail ensures that only small nonpolar (and slightly nonpolar molecule like H2O) molecules can pass through them. Other ionic and polar molecules are not allowed, for selective purposes. Osmosis and Diffusion happens with these.

    The proteins act as transport channel of specific kind of molecules. This is for facilitated diffusion and active diffusion(with the help of atp).

  3. If you are asking about the membrane itself, it is to keep things out and keep cystol, nucleus and organelles in.  The membrane does have pores through which some things can pass, like RNA, waste material, etc.
