Most overrated and underrated character on Naruto? ?

Who do you think is the most overrated and underrated character? I think the most overrated character is the 4th Hokage and the most underrated character is Kabuto.

Most Overrated: I know people are going to say Kakashi, and I sort of agree, but not completely. I'd say Orochimaru, I mean, the guy's old and needs assistance from Kabuto to do anything now. Didn't seem too powerful to me, and now he's gone...ish...

Most Underrated: Kabuto is pretty underrated, but I'd say Choji, everyone just thinks he's a fat kid, but when he's got a goal, he sets out to complete it and does it big, no pun intended.

Personally, I think the most overrated is Kakashi - though he doesn't seem to have much screentime :( as the other main characters. Even in Shippuden, when Sai first meets Kakashi in the hospital, he says to himself - "so this is the fabled Kakashi of whom we've heard so much in Roots" or something like that.

Most underrated - I'd say Sai, but that's my opinion. Sai is fairly new to the series, compared to Kabuto. Yet, during the Sai and Sasuke Arc in Shippuden, there are referrences to his very high skills (e.g. Yamato mentioning that Sai eliminated a very tough shinobi, when he finds Sai's Bingo Book).
