Well i dont know the number times viewed but the video is of Indian Politisian who is Railway Minister Mr. Lalu Yadav.

His speech in assembly the most viewed (First No.1) and its also diclared by Youtube and news channels aswell.

It's "Avril Lavigne - Girlfriend" with over 97 million views!
