Motherboard not powering up

Question

hii have an intel motherboard that supports a pentium d processor.it does not power up using the convectional jumpers from a tower case .it uses a specific lug which i assume will have inpits for the reset button, power button, hdd light, etc.how do i go about switching the board [e-mail]
