But you can bet they will ('09 bike) if

he doesn't do as well as he anticipates

doing in the second half of the season.

All reports I've read about it say that ducati won't be using the carbon fibre frame this year....but I guess it will depend on whether Casey wants it or not

As far as I know there are no plans to run the 09  machine this year. But things change. if Stoner keeps going like he is and the others don't catch up I cant see him wanting to change anything. a bit like Pedrossa.  But this is MotoGP and things change by the second not race by race. Nothing stands still in GP racing anything can happen.

Its not unusual to test a new Bike at the end of a season. but the race for the title is still on and reliability is a big factor. so until the title is decided I would Doubt it.
