Motorcycle tires speed ratings explained? Z vs W?

Question

If a Z Rated tire is for 149 mph and up and a W rated tire is for 168 mph and up, can't you just get the Z rated once since if you can go 149 mph and up, 168 is faster than 149... What do those ratings mean????

V Max 150mph

W Max 168mph

Y Max 186mph
