There is a whole lot of variables here.  

Altitude would likely be more limited by the FAR's (federal aviation regulations), you can't go above 10,000' without a transponder with altitude reporting ability. I would imagine that with the light weight of the hang glider 12,000' would probably be possible.

I have seen a few for as low as $3,000. I think the best answer here would be less than $8,000.  

As far as cruise speed, I would hope not too fast, probably in the neighborhood of 80kts.
