Motorola Q water damage

Question

My motorola Q was partially submerged in a puddle of water for about 6 seconds. Dots on phone and battery turned red. I let the phone dry out and got a new battery hoping it would work. Now it won't power up at all. Does this mean I now have to shell out $400.00 for new phone to replace it?
