Movement without motion?

I have to take a photo that shows movement without motion. its for an advanced placement class. i just don't know how to do it. can someone just explain it to me and tell me what types of things would work

  1. Movement in photography means that the viewer's eyes are kept moving around by the natural shape and placement of the objects in the picture.


  2. It sound like they want an illusion of motion but the main subject in sharp focus, If that is the case, use a just fast enough shutter speed to stop the motion while panning the camera so the back ground is blurred
