i want to say it has the word love in the title i watched it a long long time ago. and it has these two guys and two girls and they see these girls an one of the girls skirt flows up in the wind an it says i love you on the panties and they run around town looking for this girl and she climbs this ladder or something only to reveal these panties an they fall for each other?
