  1. It depends on a lot. You'd have to relocate all the plumbing. It'd be easier if you were to locate it on a same common wall, as in directly upstairs from where it is now.

The siting of the new suite is not an issue, nor are the water supplies, your main concern, as in any installation is the drainage side of it, get a plumber to survey the room and he will determine where the most convenient place is to site your new suite, starting with the most important: The W.C.

    If their is no soil stack at a convenient point, you may resort to the last option,and use a Saniflow.

I can't give you a cost without seeing exactly what is entailed in your house.  Generally you have you put in a dirt pipe, a water feed and a vent pipe.  You therefore have to open walls for the water pipes, cut a hole in the floor for the dirt pipe and open walls under the new bathroom to be able to run all of that through the house.  The distance from the hot and cold water feeds plus the distance to the main sewer pipe will all affect the cost.  You also have to pipe a vent through the roof.  After all that is done you most likely have to upgrade the electric to GFI and then close up all the walls and paint.  A very rough estimate would be between $20000-$30000 but it can easily be higher.

  4. The procedure to move the bathroom upstairs is relatively easy providing the soil stack  is within reach. If it is not relatively accessible, a pumped system can be incorporated. However these are expensive and noisy also prone to blockages. Hot and cold feeds for your taps can easily be extended as can flow and return pipes for your radiator or towel rail. If you are fitting a complete new bathroom suite or re-using the old one will have an impact on the cost but decent quality suites are available for very reasonable prices. Allow for 2 to 3 days for the plumbing work to finish but also allow for tiling and decorating.
