It's pretty much just the UK/Irleland and (I think) Sweden that have such draconian quarantine laws. Most other countries just require that the dog be chipped and have current rabies shots. You can always visit the website for the country you want to move to for information about moving dogs and they tell you exactly what you need. If your dog is not chipped and you really do plan on making such a move make sure that you get your dog chipped ASAP, because some contries require a titre and "a" rabies shot must be given after the animal is "identified" via the chip. The chip must also be the 15 digit kind which adhere to the EU ISO standard.
If you have the time, you might consider getting your dog a "European pet passport" which from the US can take up to 6 to 8 months due to the titre. Just google on how to obtain the pet passport as it's usually the best way to go and will allow the animal to enter the UK/Ireland and Sweden without a quarantine period. But at anyrate, make absolutely sure that your "papers" are in order when and if you do go. Also you cannot just take any airline to Europe with a pet dog as they don't all allow it. One very good airline is however Lufthansa. It's the one that we used.
