Multicollinearity?

Question

I have some notes that say the variance/standard of the coefficient is biased upwards with multicollinearity, and some that say it's biased downwards. Which is correct? Seems to be that SE is biased upwards, but not too sure!

Increasing multicollinearity causing the true standard errors of regression coefficients to rise.
