Mutsy Urban Rider. Trying to fold the urban rider but having difficulty - now wondering if its

Trying to fold the urban rider but having difficulty - now wondering if its broke! I am pulling up black 'tube' on left hand side (with white up arrow on it) at the same time I am pushing down on the handle (which i have pushed down to lowest height) am getting now where and shaking doesn't help!!
